It does look a lot like the interior of Halliwell Manor that we saw on the show (that was a set, of course).

Did they allow the production team to visit the actual house, before the sets were built?

Who knows? It would've been nice if they'd had as that have given the production team ideas for designing the set interior although they also could've done that using pictures seen also.

The exterior shots of that house have been used in other shows and movies.  

It was used in a 1986 series called Otherworld, for example.
