Jonathan has every right to be upset and well, he and Clark talk finally, also about using Kryptonian technology for Lois.

But if Clark gave that technology to Sam and he got the DOD science team working on converting it to work on humans it could be a huge win if it actually works. Better than not trying at all surely.

Clark could be worried of the tech being misused.

Sure, both of those things could happen, but at least his wife would be cured. And its not like Superman hasn't beaten worse than just tracking down a few rogue scientists who are mis-using his tech.

It is tricky a bit certainly. On the one hand, you have tech which could save human lives from a terrible disease, and on the other hand, there's the possibility of someone stealing that technology and using it for nefarious purposes which nobody wants so it's deciding what's more important I guess.

I tell you what though I wouldn't wanna be in Clark's shoes having to make that kind of decision even if Sam made sure his DOD Scientists were on par concerning how the tech was handled especially since his daughter is sick herself obviously.
